Scientific Learning Corp. in Oakland has licensed rights to its patents, software applications, tools and proprietary research to a San Francisco startup to develop software-based health care products.

The transaction, with Neuroscience Solutions Corp., includes a sublicense of patents licensed by Scientific Learning from the University of California and Rutgers, the State University of New Jersey, as well as a transfer of certain healthcare research projects.

The deal involves a combination of cash, stock, and future royalties. Details were not announced.

Neuroscience Solutions Corp. focuses on neuroplasticity, the brain’s ability to change through experience, regardless of age.

Scientific Learning co-founder Michael Merzenich is also a co-founder of Neuroscience Solutions.
